■ THE QUESTION, for the Chinese, has always been : WHO IS ABLE TO RESPOND to the challenges coming from the endeavor of governing the State and of bringing peace to the World ? WHO IS JUDGED RESPONSIBLE (ABLE to RESPOND) enough or even RESPONSIBLE with EXCELLENCE ?

THAT IS THE QUESTION.
